2022-001 Assistant to the Director, Regional Human Resources Development

Reporting to the Director of the Regional Human Resources Development, you will contribute actively to the design and circulation of ministerial and regional guidelines relative to management and development of the human resources of the Nunavik Regional Board of Health and Social Services (NRBHSS).  


You will participate in the definition of strategic issues in human-resources management and in the design of strategies aimed at supporting the institutions of the Nunavik health and social services network.  




·         Supervise the department and ensure coordination of resources and of response to the strategic needs of the NRBHSS’ department and the institutions; 

·         Act as a contact person for the NRBHSS with the Direction Générale du Personnel Réseau et Ministériel(DGPRM) of the Ministry of  Health and Social Services (MHSS) as well as act as expert advisor in the adaptation of the orientation of ministerial guidelines in the Nunavik health and social services network;  

·         Contribute to the definition of priorities of the Department of Regional Human-Resources Development (DRHRD), in accordance with the NRBHSS’ mission, vision and values as well as the strategic regional plan;  

·         Participate in the administration and the development of training request and development of competencies offered to Inuit employees in ensuring regular interactions with partners from establishments of the Health and Social Services of Nunavik network and educational institutions; 

·         Participate in the design and development of the DRHRD service supply in postsecondary training, jointly with the partners of the education sector;  

·         Participate in the design of strategies fostering employment and working conditions of Inuit employees of the Nunavik health and social services network;  

·         Participate in the design, application and evaluation of management tools enabling improved performance of the DRHRD;  

·         Participate in the elaboration, materialization and animation of regional committees on human-resources management;  

·         Contribute to the positioning of the NRBHSS and the institutions as employers and providers of training, and design, apply and evaluate strategies and plans of action to promote that positioning;  

·         Act as expert advisor in human-resources management and training for the Director of Regional Human-Resources Development. You will write documents on the organizational issues (status report and other reports, development, letters and so forth). Also, you will create management tools enabling monitoring and reporting on the department’s performance relation to the strategic regional plan, and represent the director, at the latter’s request, during ministerial and regional meetings.  


Undergraduate university degree in communication, public relations, political science or a related discipline. A graduate degree is an asset.  

Human Resources designation (CRHA or  CRIA) considered as a strong asset; 

Minimum of 3 years experience in similar responsibilities; 

Excellent writing skills as well as excellent oral and written  skills of 2 of the 3 languages in use in the region (Inuktitut, English, French); 

Experience in human resources management in the health and social services sector is considered a strong asset; 

Experience working in Nunavik is considered a strong asset; 

Strong orientation for well-developed political sense, interpersonal skills and fast execution of responsibilities in a constant change environment. 


Candidate who are beneficiaries of the James Bay and Northern Québec Agreement shall receive priority.

Conditions and benefits

Temporary, full-time position of one year with possibility of extension

Position based in Kuujjuaq or telework with travels up Kuujjuaq

Salary according to the rules set forth by the MSSS                   

Northern benefits: retention premium ($6,000/year), isolation premium ($10,015/year), cost-of-living allowance ($3,085/year) and, if hired more than 50 km from Kuujjuaq, subsidized housing provided, moving and storage expenses reimbursed, annual personal trips from Kuujjuaq to point of hiring provided, etc.
