Under the authority of the director of Out-of-Region Services, the planning and programming officer shall assume a major role in terms of access to services for beneficiary of the James Bay and Northern Quebec Agreement by ensuring management of the program. Under the program, beneficiaries have access to services unavailable in the region. Further, the program ensures access to non-insured benefits as stipulated by the James Bay and Northern Québec Agreement (JBNQA)
The individual who holds this position administers the INIHB, in accordance with the applicable standards, in all the health and social service institutions in Nunavik as well as for all INIHB beneficiaries in the region.
More specifically, the INIHB officer is required to:
Verify INIHB beneficiary eligibility;
Provide information on eligible INIHB expenditures to health and social service interveners;
Provide information on eligible expenditures to INIHB beneficiaries, and authorize their requests.
Refer beneficiaries who are eligible to Health Canada with regards to eligibility issues.
Participate in negotiation agreements with suppliers (medical equipment, specialists, medication).
Support service implementation procedures.
Co-operate with the various responsible authorities to update the NIHB beneficiary eligibility list.
Co-operate with the RAMQ to update the health insurance cards of NIHB beneficiaries, whenever they expire.
Ensure that the INIHB software is updated when necessary, in co-operation with the software designer.
Bachelor’s degree in an appropriate university discipline; however, a combination of other training and relevant experience may be considered
Minimum of three years’ experience in the health and social services network or within another organization of considerable size;
Recognized skills at managing diversified and complex mandates requiring diplomacy, innovation and dynamism
Bilingualism in two of the three languages in use in Nunavik (English, Inuktitut, French)
Good adaptation and teamwork skills
Candidates who are beneficiaries of the James Bay and Northern Québec Agreement shall receive priority.
Temporary, full-time position (35 hours/week) of one year with possibility of extension
Position based in Montreal
Salary in accordance with the norms established by the MSSS (25.25$/h to 45.22$/h)
