2020-004 Planning and Programming Officer, Medical Affairs and Physical Health

Under the authority of the coordinator of medical affairs and physical health, the Planning and Programming officer, jointly with the region’s partners, shall assume the functions necessary to coordinate, set up and maintain medical and physical-health services of good quality in terms of accessibility, continuity and safety, in accordance with regional and provincial guidelines.

The officer shall ensure the activities necessary to identification and evaluation of regional resources and needs. He or she shall design and propose organization plans in view of ensuring adequate service planning and shall provide advice relative to service implantation or improvement.

The officer shall coordinate the setup of service corridors for physical health between the various levels (local, regional and university) and the drafting of service agreements as well as report on the continuity of the services offered to the population.

The officer shall also assume specific tasks and serve as resource person for the teams of the region’s institutions and the regional board, again from the perspective of improving the continuity of the service supply.

SPECIFIC FUNCTIONS

 

Assume responsibility for the following portfolios: physical rehabilitation, computerization of user records and various records.

Work in a spirit of participation and in partnership with the territory’s institutions, organizations and population as well as with the MSSS.

Facilitate and ensure proper functioning of various committees and workgroups.

Attend MSSS meetings for the various portfolios under his or her responsibility.

Ensure the necessary communications, including preparation of documentation (agendas, minutes, documents, plans of action, decision-making forms), in order to inform the various entities with the goal of better coordinating their actions.

Contribute to the design of tools necessary to application of guidelines, prepare the statement of accomplishments and participate in the systematic analysis of results.

Perform the analysis of and follow-up to specific portfolios at the request of the MSSS and the regional board’s other departments.

Work jointly with the team members and the other departments.

Perform any other related tasks at the request of the immediate superior.

Qualifications

Bachelor’s degree in an appropriate discipline (human sciences or health sciences); however, a combination of relevant experience and training may be considered

Experience in the health and social services network and more specifically in the field of medical affairs and physical health

Solid grasp of clinical and organizational issues

Aptitudes for interpersonal relations, teamwork and cooperation with various interveners

Dynamism, autonomy and sense of responsibility

Sound judgment and sense of organization and planning

Analysis, synthesis and negotiation skills

Strong management, coordination and group-facilitation skills

Excellent oral and written communication skills

Ability to read and write in at least two of the three official Nunavik languagesFunctional skills with the MS Office suite (Word, PowerPoint and Excel) as well as e-mail and Internet software

Conditions and benefits

Temporary, full time position (35 hours/week) of one year with possibility of extension

Position based on telework with regular travel to Nunavik

Salary according to the rules set forth by the MSSS and commensurate with experience

During travel, daily allowances stipulated under the working conditions shall be paid and lodging provided if the destination is more than 50 kilometres from the place of work.

Candidates who are beneficiaries of the James Bay and Northern Québec Agreement shall receive priority.
