2020-014 Planning, Programming and Research Officer, Information Management - Global Agreement with Indigenous Services Canada

Under the authority of the assistant to the executive director and the supervision of the coordinator for quality, evaluation, organizational performance and ethics, the officer, jointly with the region’s partners and Indigenous Services Canada (ISC), shall provide expertise in information management in support of the activities of the Nunavik Regional Board of Health and Social Services (NRBHSS) as well as those under the 2019-2029 global agreement with Indigenous Services Canada for Nunavik.


In particular, the officer shall ensure the activities necessary to follow-up to indicators for the purpose of supporting decision making by management personnel and rendering of accounts for external partners. He or she shall provide advice relative to the implantation or improvement of services. With the assistance of the Department of Administrative Services, he or she shall also ensure budget monitoring under the 2019-2029 global agreement with ISC.


The officer shall also assume specific tasks and shall serve as resource person for the teams of the region’s institutions and the NRBHSS, again from the perspective of improving continuity in the service supply relative to the 2019-2029 global agreement with ISC.


Bachelor’s degree in an appropriate discipline (humanities or health sciences)

Experience in the Québec or Canadian health and social services network or in aboriginal or Inuit communities

Experience in planning and budget monitoring

Sound understanding of financial, clinical and organizational issues

Aptitudes for interpersonal relations, teamwork and cooperation with various interveners

Dynamism, autonomy and sense of responsibility

Familiarity with R software shall be considered an asset

Excellent capacity for oral and written communications in English

Ability to read and write in at least two of the three languages in use in Nunavik (Inuktitut, English and French)

Excellent skills with the MS Office suite (Word, PowerPoint and Excel)


Candidates who are beneficiaries of the James Bay and Northern Québec Agreement shall receive priority.

Conditions and benefits

Permanent, full-time position

Position based on telework

Salary according to the norms of the health and social services network

Availability for travel throughout the Nunavik territory

During travel, the daily allowances stipulated in the working conditions shall be paid and lodging provided if the destination is more than 50 km from the place of work.


Personnel of the health and social services network are entitled to northern leave without pay with their employer.
