2021-019 Planning and Programming Officer, Emergency measures and civil security

Reporting to the coordinator of medical affairs and physical health as well as in collaboration with partners in the region, you coordinate by setting up and maintaining quality prehospital services in terms of accessibility, continuity and safety, in accordance with regional and national orientations. You support establishments in the development and continuous updating of emergency measures. You act as regional civil security coordinator for the health mission and collaborate in the alignment of plans and protocols with establishments and regional partners.

 

You carry out the activities necessary to identify and assess regional resources and needs. You design and propose organizational plans to ensure adequate planning of services. You provide advice on the implementation or improvement of services.

 

You support the delivery of training for first responders in communities in the region in collaboration with the team of trainers from the Regional Board.

 

You develop the service agreements necessary for the proper functioning of the various files under your responsibility.

 

You also take on specific mandates and act as a resource person for northern villages and various establishments in the territory, including the regional board, always with a view to improving continuity in the service offer.

 

 
PRINCIPAL RESPONSIBILITIES

 

Be responsible for the following files: emergency measures and civil security - health mission and, if required, pre-hospital emergency services;

Carry out its mandate in a spirit of participation and in partnership with northern villages, establishments, organizations and the population of the territory, as well as with the MSSS;

Lead and ensure the functioning of various committees and working groups;

Participate in MSSS meetings concerning the files under its responsibility;

Ensure the necessary communications, including the preparation of documentation (agenda, report, document, action plan and decision-making formula), to inform the various bodies in order to better coordinate their actions;

Collaborate in the development of the tools necessary for updating the orientations, preparing the results report and participating in the systematic analysis of the results;

Carry out analyzes and follow-up of specific files at the request of the MSSS and other departments of the Regional Board;

Collaborate with team members and other departments;

Participate in the 24/7 civil security guard at the Regional Board.

Qualifications

Experience in the field of emergency measures and civil security;
Experience in the field of emergency prehospital would be an asset;
Good understanding of clinical and organizational issues;
Skills for interpersonal relationships, teamwork and collaboration with various stakeholders;
Dynamism, autonomy and sense of responsibility;
Good judgment and sense of organization and planning;
Analysis, synthesis and negotiation skills;
Skills in management, coordination and animation of groups;
Excellent oral and written communication skills;
Reading and writing skills in two of the three official languages ​​of Nunavik (French, English, Inuktitut);

Working knowledge of the Office suite (Microsoft Word, PowerPoint and Excel), email and Internet software.

 

Candidates who are beneficiaries of the James Bay and Northern Québec Agreement (JBNQA) shall receive priority.

Conditions and benefits

Temporary, full-time position (35 hours/week) of 6 months with possibility of extension;

Hourly salary of 25.25$ to 45.22$ based on your experience

Isolation premium ($10,015/year), cost-of-living allowance ($3,085/year) and retention premium ($6,000);

If hired more than 50 km from Kuujjuaq, moving expenses reimbursed and subsidized, furnished housing provided;

3 - 4 return trips per year to point of hiring depending on family situation;

4 weeks of vacation as of first year of employment;
