2021-041-02 Communication Officer - Health -Public Prevention and Promotion

The NRBHSS’ mission is to contribute to the development, improvement and maintenance of the Nunavik population’s health and well-being and to ensure access to health and social services adapted to the population’s needs and particularities. This mission is pursued in close collaboration with the health centres, community organizations and partners in the economic, social, cultural, education and municipal sectors of the Nunavik region.

 The NRBHSS seeks to fill the following position:

                                                 Communications Officer, Public Health, Prevention and Promotion
                                                                                         (Posting #2021-041-02)

Under the authority of the assistant to the executive director and the coordinator of communications, the communications officer shall contribute to the definition of objectives as well as information and communication programs, update methods and carry out activities to foster the circulation of information and encourage communications within the regional board and the territory of Nunavik.

The communications officer’s responsibilities shall include:

  • Participating in the evaluation and design of general, internal and external information programs;
  • Producing promotion and information tools for the team responsible for prevention and promotion in the NRBHSS Department of Public Health;
  • Developing communication plans and strategies for prevention and promotion in support of the plans of action established by the Department of Public Health;
  • Working closely with the team responsible for prevention and promotion to find effective solutions for mobilizing the population;
  • Participating closely in prevention and promotion efforts in various portfolios of the Department of Public Health, such as perinatality, mental health in schools, suicide prevention, dental health and food security;
  • Ensuring deployment of communication strategies, monitoring their success and proposing adjustments as needed;
  • Drafting press communiqués, information notes, public notices, content for social media and so forth;
  • Facilitating maintenance of consistent communications between collaborators in the field and the NRBHSS’ teams (team responsible for prevention and promotion in the Department of Public Health) at the regional level.

 

Qualifications

Qualifications

  • Bachelor’s degree in communications or other appropriate discipline; however, a combination of relevant experience and training may be considered;
  • Experience in communications and/or media and public relations;
  • Experience in the health and social services network shall be considered an asset;
  • Excellent skills in at least two of the three languages in use in the region: Inuktitut, English and French;
  • Mastery of Inuktitut shall be considered a major asset;
  • Familiarity with Inuit culture and the region shall be considered an asset;
  • Flexibility, autonomy, and capacity for teamwork and cooperation with several persons at once
  • Leadership and sense of initiative;
  • Capacity to assume a range of tasks and portfolios;
  • Capacity for synthesis and simplifying complex information;
  • Well-developed analysis skills centred on solutions;
  • Sound knowledge of social networks and the Web in general.

Candidates who are beneficiaries of the James Bay and Northern Québec Agreement (JBNQA) shall receive priority.

What we offer:
  • Temporary, full-time position of one year with possibility of extension;
  • Position established in teleworking with travel to Nunavik and possibility of repatriation to Kuujjuaq;
  • Salary according to the rules set forth by the MSSS;
  • Northern benefits applicable when working on the Nunavik territory on a temporary and permanent bases: retention premium ($6,000/year), isolation premium ($10,015/year), cost-of-living allowance ($3,085/year) and, if hired more than 50 km from Kuujjuaq, subsidized housing provided, moving and storage expenses reimbursed, annual personal trips from Kuujjuaq to point of hiring provided, etc.;
