2022-062 Coordinator - Financial Resources

Under the supervision of the Assistant to the Director of Administrative Services, you will oversee all accounting operations for the NRBHSS operating fund and the various restricted funds.

You will be responsible for the completion of various files that cover the entire scope of the NSNR and act as an intermediary between the NSNR, the Ministry of Health and Social Services (MSSS) and health centre facilities in Nunavik.

You will prepare the Board’s annual and quarterly budgets and also review them with the Directors. You will review the chart of accounts annually and adjust the chart of accounts to reflect the NRBHSS organizational evolution. You will control expenditures within authorized limits and make the necessary corrections. Producing different analysis reports will be part of your mandate.

You will also be responsible for the accounting management of capital investments and the Regional Strategic Plan, the full payroll cycle and will oversee purchases in accordance with related legislation.

You will manage the human, material and financial resources for the services under your supervision according to the organization plan.

Qualifications

Bachelor’s degree in accounting or other discipline related to the position;
Be a member of the Ordre des comptables professionnels agréés du Québec (CPA);

Experience required

Minimum of 5 experience in financial resource management;
Minimum of 5 years of experience in the health and social services network – a major asset;
Northern work experience – a major asset

Essential skills and aptitudes

Bilingualism required in two (2) of the three (3) languages in use in Nunavik (English, Inuktitut, French);
Knowledge of Logibec and SBFR an asset
Mobilizing leadership;
Good adaptability/priority management;
Good knowledge of the MS Office environment.

Candidates who are beneficiaries of the James Bay and Northern Québec Agreement shall receive priority.

Conditions and benefits

• Permanent, full-time position
• Position based in Kuujjuaq
• Salary according to the rules set forth by the MSSS (class 37)

Northern benefits: retention premium ($6,000/year), isolation premium ($10,627/year), cost-of-living allowance ($3,085/year) and, if hired more than 50 km from Kuujjuaq, subsidized housing provided, moving and storage expenses reimbursed, annual personal trips from Kuujjuaq to point of hiring provided, etc.
