2021-070 Planning and Programming Officer, Training Programs

Under the authority of the Director of Regional Human-Resources Development and the direct supervision of the Assistant to the Director, the officer shall be responsible for analyzing, planning and evaluating projects for developing training programs for the health and social services employees of Nunavik. He or she shall coordinate meetings with the regional board’s partners and the two health centres as well as various teaching institutions and other suppliers to ensure that the programs respond to the identified needs. He or she shall also coordinate a schedule for training programs and activities. The officer shall also be responsible for:

Defining training needs in the region;
Planning training programs;
Planning and validating follow-up and assessment measures towards teaching institutions

Identifying partners and negotiating potential agreements with them.

Coordinating financing requests in regards to the training programs and establish a budget defining the needs in human and material resources

Enforcing the necessary measures to ensure the best possible outcome for the department’s triennial plan
Ensuring fiscal follow-up and rendering of accounts.

Other tasks related to the development and delivery of training programs; and to other projects led by the department

The officer shall also ensure that all proposed services are adapted to Nunavik’s culture and social realities. Further, he or she shall occasionally participate in activities related to manpower planning and recruitment on a regional basis.


Three years’ experience in training or project management

Spoken and written skills in at least two of the three languages in use in the region: Inuktitut, English and French

Sound knowledge of the MS Office suite (Excel, Word, PowerPoint) and Outlook

Familiarity with northern regions shall be considered an asset


Candidates who are beneficiaries of the James Bay and Northern Québec Agreement shall receive priority.

Conditions and benefits

Temporary, full-time position of one year with possibility of extension

Position based in Kuujjuaq or telework with frequent travels up North

Salary according to the rules set forth by the MSSS (25.25$/h to 45.22$/h)


Northern benefits: retention premium ($6,000/year), isolation premium ($10,015/year), cost-of-living allowance ($3,085/year) and, if hired more than 50 km from Kuujjuaq, subsidized housing provided, moving and storage expenses reimbursed, annual personal trips from Kuujjuaq to point of hiring provided, etc.
