2019-070 Health Promotion Officer – Smoking prevention and cessation

Under the authority of the director of Public Health and the supervision of the coordinator of the team for disease prevention and health promotion, as well as jointly with the members of that team, the officer shall be responsible for the portfolios related to smoking prevention and cessation in the region. More specifically, the officer will have the following responsibilities:


Provide expertise on best practices for public health interventions related to smoking prevention and cessation (ranging from public policy to individual-level interventions);

Participate on various regional, provincial and national working groups and committees related to tobacco;

Support the update and adaptation of existing smoking cessation programs to the specific characteristics of the region;

Provide support to intersectoral partners in the implementation of smoking cessation and prevention activities in various contexts (ex: schools, family houses, etc.);

Provide support to sectoral partners in the implementation of clinical preventive activities related to smoking prevention and cessation.

Masters in public health or global health; a combination of appropriate training and experience may be considered

Minimum of three years’ experience in public health or a related field linked to public policy

Experience in the field of smoking prevention and cessation shall be considered an asset

Sound knowledge of the health and social services network and community-health programs

Mastery of French and English; knowledge of Inuktitut shall be considered a major asset

Demonstrates leadership skills and autonomy

Capacity for teamwork

Familiarity with the MS Office suite


Candidates who are beneficiaries of the James Bay and Northern Québec Agreement shall receive priority.

Conditions and benefits

Permanent, full-time position (35 hours/week)

Position based in Kuujjuaq or telework with frequent travels up North

Salary according to the rules set forth by the MSSS

Northern benefits: retention premium ($6,000/year), isolation premium ($10,015/year), cost-of-living allowance ($3,085/year) and, if hired more than 50 km from Kuujjuaq, subsidized housing provided, moving and storage expenses reimbursed, annual personal trips from Kuujjuaq to point of hiring provided, etc.
