2019-071 Health Promotion Officer – Harm reduction and psychoactive substance use

Under the authority of the director of Public Health and the supervision of the coordinator of the team for disease prevention and health promotion, as well as jointly with the members of that team, the officer shall be responsible for the portfolios related to psychoactive substance use in the region and associated harm reduction strategies. More specifically, the officer will have the following responsibilities:

Provide expertise on best practices with regards to public health interventions related to cannabis, alcohol and other psychoactive substances use, ranging from public policy interventions to community, school or healthcare based preventive interventions;

Participate on various regional, provincial and national working groups and committees related to psychoactive substance use;

Evaluate the need for and applicability of harm reduction interventions in the region related to psychoactive substance use;

Provide support to sectoral as well as intersectoral partners (municipalities, schools, etc.), in the form of tools, trainings, workshops, etc.

Qualifications

Masters in public health or global health; a combination of appropriate training and experience may be considered

Minimum of three years’ experience in public health or a related field linked to public policy

Experience in the field of harm reduction related to psychoactive substance use

Sound knowledge of the health and social services network and community-health programs

Mastery of French and English; knowledge of Inuktitut shall be considered a major asset

Demonstrates leadership skills and autonomy

Capacity for teamwork

Familiarity with the MS Office suite

 

Candidates who are beneficiaries of the James Bay and Northern Québec Agreement shall receive priority.

 

Conditions and benefits

Temporary, full-time position of one year with possibility of extension

Position based in Kuujjuaq or telework with frequent travels up North

Salary according to the rules set forth by the MSSS

Northern benefits: retention premium ($6,000/year), isolation premium ($10,015/year), cost-of-living allowance ($3,085/year) and, if hired more than 50 km from Kuujjuaq, subsidized housing provided, moving and storage expenses reimbursed, annual personal trips from Kuujjuaq to point of hiring provided, etc.
