2022-105 Planning and Programming Officer - Perinatal and Early Childhood Services

Under the authority of the Director of Public Health and under the supervision of the Coordinator of the Prevention and Health Promotion Team and in multidisciplinary with the members of this team, you will be responsible for perinatal and early childhood issues for the people of Nunavik.

More specifically, you will have responsibilities related to the following files:
•         Ilagiilluta Program;
•         Breastfeeding
•         Maternal, Child and Child Health Continuum of Care, in partnership with other NHSRN teams
•         Prevention of Fetal Alcohol Spectrum Disorder (FASD);
•         Perinatal table and early childhood

In particular, you will work with the various partners such as health centres, CLSCs, municipalities, schools, daycare centres and regional organizations to support various initiatives to promote family health.

Your responsibilities specific to perinatal and early childhood issues will focus on:
•         Advise sectoral and cross-sectoral partners on best practices and evidence-based interventions in perinatal health and early childhood development;
•         Develop culturally appropriate tools and training for partners on various related topics (e.g. breastfeeding support);
•         Evaluate current programs and interventions in the region;
•         Assess, in collaboration with partners and members of the population, the information needs in the region related to perinatal and early childhood development (surveillance data and research needs) Service and program development needs;
•         Map and develop partnerships with key sectoral and cross-sectoral stakeholders in the region of perinatal and early childhood issues, including support for network development among stakeholders;
•         Support the development, adaptation and implementation of prevention services and interventions in perinatal and child health, both within the health sector and in communities;


Bachelor’s degree in social work or nursing; a combination of appropriate training and experience may be considered;
Masters degree in public health or global health; a combination of appropriate training and experience may be considered;

Experience required

Minimum of three years’ experience in public health, community development or a related field, linked to family health, early childhood or maternal health;
Sound knowledge of the health and social services network and community-health programs;
Experience in the North shall be considered an asset;
Mastery of French and English; knowledge of Inuktitut shall be considered a major asset;
Familiarity with the MS Office suite.

Candidates who are beneficiaries of the James Bay and Northern Québec Agreement shall receive priority.

Conditions and benefits

Permanent, full-time position;
Position based in Kuujjuaq;
Salary according to the rules set forth by the MSSS (27,08$/h to 47,98$/h).

Northern benefits: retention premium ($6,000/year), isolation premium ($10,627/year), cost-of-living allowance ($3,085/year) and, if hired more than 50 km from Kuujjuaq, subsidized housing provided, moving and storage expenses reimbursed, annual personal trips from Kuujjuaq to point of hiring provided, etc.
