Head of the Payroll Department

The Inuulitsivik Health Centre, with more than 900 employees, is part of the health and social services network in Quebec, Nunavik region. It provides the Hudson's Bay territory of approximately 7,000 people with front-line health and social services, including prevention, assessment, diagnosis and treatment, rehabilitation and support services. In addition, he provides services related to the protection of young people and the management, for the Nunavik region, of Ullivik located in Dorval. The latter's mission is to welcome Inuit people who are to receive health services in participating Montreal hospitals. The Inuit population is distributed in seven communities on the Hudson Bay coast, from Kuujjuaraapik to Salluit.

Under the supervision of the Director of Financial and Informational Resources, the person defines and organizes specific programs arising from his or her management's programs, identifies internal liaison mechanisms and evaluates service results, monitors activities related to the preparation, verification and distribution of payroll in accordance with collective agreements, tax laws or other , policies, procedures, regulations and guidelines from the institution and the Department of Health and Human Services. The person assumes the management of human, financial and information resources under his responsibility.
The person holding this position has responsibilities:
- Implements the framework and specific payroll programs, in accordance with tax laws and regulations, collective agreements, institution policies and regulations; 
- Ensures the integrity of the compensation files in accordance with the institution's accounting, budget plans, and updates the parameters of the computer system; 
- Analyzes processes, develops tools and manages activities related to collecting, verifying, updating and compiling payroll data and entering it into the computer system; 
- Manages activities related to source deductions and payroll taxes, the production and verification of cheques, payroll banking transactions, salary statements, and their distribution to institutional staff;
- Participates in the impact analysis and enforces the terms of collective agreements, decrees and local compensation agreements and ensures the production and distribution of information from the remuneration system to the persons concerned including information requested by the court; 
- Manages compensation files such as pension and insurance plans, CSST, benefits; 
- Works with the external auditor and other representatives of outside agencies to carry out their mandate for the compensation system and follow up on recommendations; 
- Coordinates the compensation file with the Human Resources department and provides managers with the expertise needed to manage the payroll file;
- Administers the collection of accounts receivable in terms of remuneration; 
- Participates in the development of the compensation processing system; 
- Manage, train, support and supervise all payroll staff; 
- Upgrade working methods (good practices) and harmonize practices across the team; 
- Identify the human, material, financial and informational resources needs of its service.
 

Qualifications

Hold an undergraduate degree in a discipline relevant to the function or any accumulation of education and experience deemed equivalent; 
Hold a Canadian Payroll Association accreditation is considered an asset;
Have a minimum of three (3) years of experience in Payroll-related activities; 
A minimum of one (1) year in a management position or any accumulation of experience deemed equivalent; 
Knowledge of the Logibec payroll system (major asset); Recognized skills in administration and management;
Word and Excel advanced level; 
Excellent organization skills and priority management skills;
Focused on the customer experience; 
Results-oriented, willing to diagnose and solve problems collaboratively; 
Self-management and tolerance for ambiguity;
Credibility and ability to exercise mobilizing and transformational leadership; 
Adaptive, rigorous and flexible; 
Have a desire to involve and empower Aboriginal people in the management of its service; 
Good English ability: spoken and written.


 

Conditions and benefits

Permanent full-time based in Puvirnituq
In accordance with the managers conditions of the health and social services network classification 35 (between $ 66 608 and $ 86 591) 
35hres/week
Premium cargo $115.64/week
Removal premium $191.93/week without dependent, $338.29/week with dependent;
Retention premium $114.99/week
3 to 4 outings per year depending on family status
Furnished accommodation provided
Air transport paid for by the center

Employees who are currently in the health and social services network can apply for Nordic unpaid leave (up to 48 months) from their facility to work in Nunavik
