Deputy Director Community Services - Kuujjuaq

STATUS : Senior Manager - Permanent full-time (35 hours/week)
SUPERVISOR : Director of Community Services
STARTING DATE : As soon as possible

The Ungava Tulattavik Health Center is located in Kuujjuaq and offers the whole health and social services in the eastern part of Nunavik. Serving seven Inuit communities with an equal number of CLSC, a center for the elderly and the hospital in Kuujjuaq, it employs approximately 1,000 employees: administrators, professionals, doctors, dentists, psychologists, nurses, social workers, support staff, etc.

Nunavik communities are located north of the 55th parallel where a subarctic climate prevails. It implies the existence of permafrost allowing no agriculture.  Nunavik is the largest region covering about a third of the total area of Quebec.  No road link exists between the communities of Nunavik and southern Quebec, and between Nunavik communities themselves. We have access to the region and its communities by air travel and by boat.

SUMMARY OF POSITION :
Under the Director of Community Services and in accordance with the law, regulations and the facility's organizational plan, the Deputy Director of Community Services manages the Community Services Department along and under the leadership of his Director. His/her duties include :

Assume responsibility for the projects entrusted to him/her, define the orientations, objectives and priorities in relation to those of his/her department;
Advise management in matters that fall within his/her field of expertise and share with his/her superior the decision-making power and accountability for the results expected by organization;
Contributes to the development of strategies conducive to modern, innovative and efficient management;
Ensure good communication with the various departments and services, to the implementation of a consultation mechanisms to improve the continuity of services;
Represents UTHC with partners organizations concerned in matters that fall within its fields of competence;
Initiates and sees to the implementation of actions that promote the Community Service and the UTHC;
Contributes to the development of policies and procedures specific to its field of activity and puts in place the control mechanisms required for their application;
Participates in the planning, coordination and evaluation of services according to the needs of the organization;
Replaces his supervisor during his absences;
Performs any other duties as requested by his/her immediate supervisor.

Qualifications

Academic requirements :
Bachelor's degree in Social Work, Nursing, Psycho-education, Psychology or any other education combined with relevant experience;
A Master's degree in management or administration would be an asset.

Experience requirements :
Experience in a management position;
Five (5) years of professional experience in a field related to the services (or any combination of experience and education judged pertinent could be considered).

Required profiles :
Very good understanding of the health and social services sector, its administration and legal framework;
Managerial courage;
Mobilizing leadership;
Problem-solving skills in conflict situations, negotiation skills;
Ability to analyze and synthesize;
Bilingualism spoken and written in English or French or Inuktitut.
Capability to adapt to an isolated environment, to work with Aboriginal clientele and personnel;
Available day, evening, night and week-end for administrative on call outside regular working hours;
Valid driver’s license.

 

Conditions and benefits

SALARY : Working conditions shall be those applicable to Senior Manager of the Health and Social Services network
Class 40 :  Minimum 86,520$ / year       Maximum 112,476$/year

PREMIUM ISOLATION : $10,627 / year, or more as per family status
CARGO PREMIUM : $3,191 / year or more as per family status
PREMIUM RETENTION : $6,000 / year or more as per the number of years of service

IMPORTANT INFORMATION : If you are now working within the Health and Social Services Network you may be entitled to ask for a "Northern leave of absence".
